RESPONSIBILITIES

The Department of Community Development is responsible for the areas of economic development, planning, downtown redevelopment, and historic preservation. This includes retail and industrial development assistance, grant applications and administration, staff support to six City boards, marketing, Zoning Ordinance revisions and historic landmark designation.

MAJOR SERVICE ACTIVITIES

  • Assist new and existing businesses with expansion or retention projects.
  • Assist the Downtown Batavia Business Improvement District (BID) with many related matters.
  • Provide staff support to the Planning and Development Committee, Historic Preservation Board, Batavia Development Corporation (BDC), and Micro-enterprise Committee.
  • Develop marketing materials for economic development in the City.
  • Provide development planning services.
  • Administer the City's business loan fund and other grant programs.
  • Disposition of City real estate.

DEVELOPMENT SERVICES

General Assistance
The Department of Community Development provides a number of services to make the process of opening or expanding a business as easy as possible. The Department provides direction on what permits are needed and who needs to be contacted. The Department also acts as a liaison with other economic development agencies such as the Genesee County Chamber of Commerce, Genesee County Economic Development Center, Downtown Batavia Business, and the Small Business Development Center and acts as an advocate for a business person with other city departments.

Revolving Loan Fund
The Department of Community Development administers the City Loan Fund. Businesses that create or retain jobs in the City of Batavia are eligible for assistance. A business can obtain loans of up to $30,000 for equipment, real estate acquisition or improvements, or working capital. Loans can be obtained for to 5 up years. Current rates are the prime rate -1 for targeted businesses such as manufacturing and niche retail or restaurants. Other businesses receive a prime +1 rate. Decisions on loans are made by a committee of local peers who run businesses in Batavia or live in Batavia.
