NY Route 5 - Main Street Reconstruction


 

 

What improvements are proposed?

Prior to determining the proposed improvements a full range of possible solutions or alternatives (including the Null or "Do Nothing" Alternative) were considered. The alternatives were analyzed and key components such as environmental impacts, cost, and ability to satisfy the project objectives were compared.

Based on this comparison, some alternative solutions were eliminated (or determined not to be feasible), and the remaining (i.e. feasible) alternatives are being considered and evaluated further. The Null Alternative is always retained as a feasible alternative for comparison purposes.

The detailed evaluation of alternative solutions for this project is included in the Draft Design Report dated March 2001.

The alternative solutions deemed feasible for this project were presented to City Council on March 26, 2001, and presented to the public on May 10, 2001, at an "open house" forum conducted at the Genesee Country Mall.

At this time the feasible, "base" build solution for the entire corridor is described as follows:

Completely reconstruct the pavement and provide a curbed highway section along the entire length of the corridor. The width of travel lanes and turning lanes would be improved to meet or exceed current standards. The sections of highway within the Town of Batavia and the section between Cedar Street and the eastern project limit would also include a 6-foot-wide shoulder.

Other general recommendations include:

  •  Provide sidewalks along the full length of the project
  •  Provide highway lighting along the full length of the project
  •  Implement the Business Improvement District streetscaping concepts
  •  Provide additional turn lanes at key locations

Additional improvements are being considered to address traffic flow at key locations, further address high accident rates, and in some cases, provide improved pedestrian circulation. The Improvements being considered are described and shown as follows:

 

 

RAISED MEDIANS

Provide raised medians within the City of Batavia's Business Improvement District (BID), between Ellicott Street and Summit/Liberty Street. Left-turn lanes would still be provided at intersecting streets on Main Street.

LEWISTON ROAD (NY 63) TO RIVER STREET IMPROVEMENTS

Provide a westbound right-turn lane at the Tops supermarket entrance.

Eliminate the traffic signal at Redfield Parkway/Lockport Savings Bank entrance.

OAK STREET (NY 98) INTERSECTION IMPROVEMENTS

Provide a right-turn lane on Main Street in the westbound direction only.

ELLICOTT STREET (NY 63) INTERSECTION IMPROVEMENTS

Eliminate the northbound right-turn lane between the Upton Monument and the historic County Courthouse.

Control the eastbound right-turn movement onto Ellicott Street through the traffic signal, thereby eliminating the existing, "free" and uncontrolled eastbound right-turn movement.

JEFFERSON AVENUE RE-LOCATION

Re-locate Jefferson Avenue through the Genesee Country Mall parking lot to align opposite Court Street.
