Preliminary design for the Main Street Reconstruction Project began in June 2000. Existing conditions were documented, needs were identified and project objectives were developed. Subsequently, alternative solutions were evaluated and impacts of these potential solutions were assessed. All information was presented in the Draft Design Report dated March 2001. The feasible solutions were presented to City Council on March 26, 2001, and to the public at a May 10, 2001 "open house" forum at the Genesee Country Mall to obtain the public's input on the solutions. Based on the comments received, concerns expressed by affected businesses and property owners and input from the Batavia City Council, further evaluations and refinements of the feasible solutions were conducted.

The Draft Design Report was revised to reflect those evaluations and refinements, and re-issued in July of 2002 to the public and involved agencies for review and comment. A Public Informational Meeting/Public Hearing was held on August 15, 2002 at #16 Genesee Country Mall in order to formally solicit input from the public.

Following the involved agency reviews and the Public Informational Meeting/Public Hearing, a Final Design Report was prepared and issued in September 2002. This Final Design Report provided responses to all comments received, and recommended a proposed design solution (See Improvements).

The Batavia City Council approved this Final Design Report on September 23, 2002. The Federal Highway Administration and the New York State Department of Transportation (i.e., the primary funding agencies) issued on October 15, 2002 and October 21, 2002, their respective "Design Approvals" for the project, indicating concurrence with the proposed design. Final Plans were then prepared and submitted for bidding on February 18, 2003.
